A new Skills gap analysis in Electricity in Benin, Burkina Faso and Cameroon

The VET-POWER project consists of five work packages. One of these work packages focuses on the development of training modules in the electricity sector. The main objectives of this work package are:

  • to gain a clear understanding of labour market needs in the three African countries; 
  • to create training modules that are best suited to initial and continuing vocational training; 
  • to test and refine the modules, then deliver the final version.

To best define the first objective—a precise understanding of labor market needs in the three African countries—various activities have been undertaken since March 2025. These began with an understanding of the local context, greatly enriched by study visits to Ebolowa, Cameroon, at the Don Bosco Institute for Vocational and Technical Training (Institut de Formation Professionnelle et Technique Don Bosco), conducted by SCF (Scuola Centrale Formazione), and to Cotonou, Benin, at the Salesian Vocational School of Saint John Bosco (Ecole Professionnelle Salésienne Saint Jean Bosco), by partners from the Don Bosco Vocational Training Center (Centre de Formation Professionnelle Don Bosco)  in Bobo-Dioulasso, Burkina Faso, and SEPR, Lyon, France. These study visits provided an overview of vocational training programs, the identification of the needs of businesses in the electrical sector, as well as those of training centers and learners, through focus groups, interviews, and visits to relevant stakeholders.

Conducting the research

Following this initial analysis, further research and online meetings were conducted to supplement the ongoing analysis. The information gathered led to the development of the first deliverable of Work Package 2: the Skills Analysis in the Electricity Sector and Recommendations. This document, submitted to the European Commission in October, is divided into three main parts.
The first part provides an overview of the 3 target countries, Benin, Burkina Faso and Cameroon, particularly with regard to vocational training in each country and the local context. The second part focuses on local vocational training centers, providing a more local context with feedback from training centers, learners, and local companies. This section helps to refocus on local needs in the electricity sector and anticipate future needs in order to best guide learners. The final section aims to present an overall conclusion based on the elements of analysis set out above, highlighting the lessons learned and technical recommendations relating to electricity. This document forms the basis for developing future supplementary training modules in electricity, which will represent the main activity of work package 2 in the coming months. Visit the project website soon to find part of the deliverable! https://vetpowerproject.org/
